EMS Operations Manager

Role Overview:
The Emergency Management Services Division of Metric Engineering is seeking to hire a highly motivated, solution-oriented Operations Manager to execute department objectives and assist/support field operations.  This will work will include various administrative and operational activities required to support disaster recovery functions and enable field personnel to proceed in a manner meeting contractual requirements and client expectations.
 
Day-to-Day
·        Budgets – Maintain budgets and cash flows, including identifying shortfalls and minimizing losses (in advance).  Assist with the preparation of said budgets using provided worksheets and as directed by management.
·        Create Standard Operating Procedures for Disaster Debris Operations.
·        Expenses – Review expenses submitted for reimbursement to ensure accurate charging and reasonable costs for the activities performed. Monitor expenditures to allow cost containment within approved budgets.   
·        Accounts Receivable – Monitor Financial Statements, identify delinquent payments, and work with responsible Project Managers to timely receive payments.
·        Contract Review – Perform a detailed review of all proposals and contracts to identify any concerns with language (penalties, damages, indemnification, etc.) that may cause concern.  Assist in reviewing and obtaining of Sub/Teaming Agreements and Non-Disclosures.
·        Maintain list of project schedules & contracts – List should include expiration dates, contact numbers, subconsultants and other information as needed.
·        Research contract issues and resolve – As contract issues arise, assist with the research and resolution providing for a timely resolution.
·        Contract files – Routinely review contract files to ensure accuracy and completeness.
·        Project Numbers – Acquire and distribute appropriate job numbers to allow tracking and proper billing of work activities.
·        Track job Encumbrances vs. Expenditures – Assist Project Managers with financial assessments to ensure no work is performed unless there is adequate fund encumbrance.
·        Project Efficiencies – Search for ideas and methods to improve efficiency of work related tasks.
·        Project Expenditures—Review Financial records and Ledgers to identify expenditures that are questionable or unnecessary.
·        Mobile Equipment Inventory/Tracking – Maintain accurate spreadsheet of vehicle assignments, stipends, current registrations, etc.
·        Equipment/Supplies Ordering – Maintain accurate inventory of all equipment and miscellaneous supplies required for multiple EMS jobs.  Develop ordering points to ensure adequate supplies always.
·        Proposals – Assist with preparation of proposals.  Provide recommended staffing and certifications for EMS staff.  Develop one-page project summaries and descriptions after each completed project.
·        Resumes – Promote and assist with the updating of all EMS employee resumes.
 
What you should bring:
Minimum of 3 years’ experience in planning, contracts, and business operations

  • Excellent communication and listening skills
  • Able to work effectively as a team and independently
  • Good strategic thinker with strong planning and organization skills and the ability to recommend solutions and overcome challenges
  • College graduate, preferred
  • Experience working with State, Federal, and County governments, preferred
KNOWLEDGE/SKILLS:
Familiarity with FEMA rules and regulations as related to debris removal and 44 Code of Federal Regulations 13.36.
Working knowledge of Adobe Acrobat and Microsoft Office Suite, able to create documents, spreadsheets, reports, and presentations.
Database and spreadsheet preparation/development.
Excellent planning and organizational skills, including categorizing data, meeting deadlines, multi-tasking, prioritizing, scheduling, planning, and time management.
Analytical skills: critical thinking, data analysis, reporting, research, and troubleshooting.
Must have ability to read complex contract language to identify areas of potential concern.
TRAVEL/SCHEDULE:
Employee must be able to work long hours and weekends should a disaster occur.  Travel is required.
